TAMALE PIE

2 cups yellow corn meal
2 cups cold water
1 lb. ground chuck
1 t. garlic powder
1 cup tomatoes
non-fat cooking spray
 
1 T. chili powder
2 t. salt
4 cups boiling water
1 chopped onion
1 chopped bell pepper
1/8 t. black pepper
2 T. margarine

Brown ground chuck.  Add onion and bell pepper; cool until tender. Add chili powder, black pepper, garlic powder, 1 t. salt, and tomatoes.
Simmer for 10 minutes, keep warm.
Mix cornmeal with cold water.  Add boiling water and cook about 15 minutes, or until thick. Add 1 t. salt. Spray a casserole dish with cooking spray. Use 2/3 of cornmeal mixture on bottom and sides of casserole dish. Pour meat mixture into casserole dish. Spread the remaining 1/3 of cornmeal mixture over meat mixture. Dot with margarine.

Bake at 375 degrees for 40 minutes
